aegisub is great. and it includes my point tracker. you can use that one to stick subs to moving objects. works best if you object has distinct edges / corners.

tent styler

watch a movie and the timed subs. style it while you watch it using the numeric keypad. good if you want to style by the person who is speaking. and it makes styling so much more relaxing.

TenFex

in contrast to most .ass effect scripting languages, TenFex is dynamic. You do not specify in advance, what to do for each and every kara. Instead, while the kara are being rendered, you are asked each frame what to draw for the kara. Supports reacting to the video frames, blur effects, particle effects and even motion detection. Yup, with TenFex, your karas can react to motion or objects in the video :) However be warned, there is nearly no support and TenFex is about as easy as scripting After Effects .... Still, if you want the best effects available without using expensive tools, this is the way to go!
